California Private Club Wine Locker Regulations: What Clubs Need to Know

Custom Professional Wine Lockers

California private clubs may offer member wine locker programs when operating under an appropriate California Alcoholic Beverage Control (ABC) license. For clubs with a Type 51 Club License, wine and other alcoholic beverages may be sold and served only to bona fide members and their bona fide guests for consumption on the licensed premises. The license does not permit the club to sell alcohol for members or guests to take off the licensed premises.

California does not establish separate regulations specifically for private wine lockers, leaving clubs flexibility to set policies around member-owned wine, locker access, corkage, and bottle storage. However, those policies must remain within the privileges and restrictions of the club’s ABC license and other applicable alcohol laws.

What Alcohol License Supports Wine Locker Programs in California?

Many California private clubs operate under a Type 51 Club License, issued by the California Department of Alcoholic Beverage Control (ABC). Under California Business and Professions Code § 23431, this license allows qualifying clubs to sell and serve beer, wine, and distilled spirits to bona fide members and their bona fide guests for consumption within the licensed establishment.

A Type 51 license does not include off-sale privileges, meaning clubs cannot sell alcoholic beverages for members to take away for consumption elsewhere.

Because California does not separately license wine locker programs, clubs have flexibility in how they structure and manage them. Those programs must still operate within the requirements of the club’s Type 51 license and other applicable ABC regulations.

Can California Private Clubs Store Member-Owned Wine?

Yes. California law does not establish a separate prohibition against a Type 51 club storing members’ wine on its licensed premises. Wine also falls within the alcoholic beverage categories a Type 51 license authorizes on the premises.

Depending on the club’s policies and operations, member storage may include:

  • Private wine lockers
  • Climate-controlled wine cabinets
  • Wine cellars
  • Staff-managed inventory and bottle retrieval for the above storage systems

These programs allow members to maintain private collections at the club, making bottles readily available for dining, entertaining, and other club experiences.

Can Members Take Wine From Their Locker Off the Club Premises?

A Type 51 Club License does not include off-sale privileges. California Business and Professions Code § 23431 limits the license to alcohol sold and served for consumption within the licensed establishment, and California ABC specifically states that Type 51 clubs may not make sales for off-premises consumption.

California does provide limited circumstances in which a partially consumed bottle of wine may leave certain licensed premises, including qualifying on-sale establishments that maintain a bona fide eating place. Because the application of these exceptions depends on the license and operation, clubs should confirm with legal counsel or California ABC before establishing policies that allow members to remove partially consumed wine from their lockers.

Can California Clubs Charge Corkage Fees?

California does not establish a statewide corkage fee specifically for private club wine locker programs. This gives clubs room to develop their own policies around corkage and wine service, provided those policies comply with the privileges and restrictions of their ABC license.

A club might choose to charge a service or corkage fee when a member requests a bottle from a private locker for dining. Waiving this fee may be used as an incentive to own a locker at the club as well. Regardless of the club’s fee structure, service under a Type 51 license remains limited to bona fide members and their bona fide guests under California Business and Professions Code § 23431.

Do Club Staff Have to Retrieve Wine From Member Lockers?

California law does not specifically require a staff member to physically retrieve a bottle from a private wine locker. This gives clubs flexibility to determine how members access their collections, whether through staff-managed retrieval or another controlled access procedure.

However, locker access and alcohol service are not necessarily the same thing. Type 51 clubs are subject to California’s Responsible Beverage Service (RBS) requirements. California ABC states that anyone who pours, serves, or delivers alcoholic beverages at a Type 51 club, including club members acting as volunteers, must be RBS certified.

Allowing members to retrieve their own bottles also requires operational planning. Self-access can make it more difficult to maintain accurate inventory records, document bottle movement, and ensure that stored wine is consumed according to club policies. Staff-managed or otherwise controlled access may give clubs greater oversight, even when it is not expressly required by law.

Clubs should therefore consider convenience, inventory management, security, and alcohol-service procedures when determining how members access and consume bottles stored in private lockers.

Considering a Wine Locker Program for Your Club?

For California private clubs, wine locker programs can offer considerable flexibility, but that flexibility exists within the requirements of the club’s ABC license. A Type 51 license limits alcohol sales and service to bona fide members and their bona fide guests for on-premises consumption, does not provide off-sale privileges, and is subject to California’s Responsible Beverage Service requirements.

Because California does not separately regulate the physical wine locker program, clubs can establish many of their own policies around storage, access, corkage, and day-to-day management. Before implementing a program, clubs should consult with legal counsel to ensure those policies align with their specific license and applicable California alcoholic beverage laws.

Vigilant regularly works with club managers and hospitality teams to think through these operational considerations, then translate them into a custom wine locker system designed around the space, membership, and member experience.

Frequently Asked Questions

Can Members Bring Their Own Wine to a California Private Club?

Many California private clubs permit members to bring wine from their personal collections, though participation is determined by each club’s policies rather than California law.

If outside wine is permitted, clubs may establish rules regarding bottle limits, storage, duplicate wines already offered on the club’s wine list, and service procedures. Even when the wine belongs to the member, it is still served under the club’s ABC license, and staff remain responsible for complying with California alcohol service regulations.

How Do Corkage Fees Work at California Country Clubs?

If a club allows members to bring their own wine, it will typically charge a corkage fee when the bottle is served.

Corkage helps offset the cost of wine service, including opening the bottle, glassware, decanting, staff time, cleaning, and other operating expenses. California does not regulate corkage fees, allowing each club to establish its own pricing.

Many clubs also require bottles to arrive unopened and reserve the right to refuse service when necessary to comply with California ABC regulations.

Why Do Many Country Clubs Offer Wine Lockers?

Dedicated wine lockers provide secure, convenient storage for private collections while creating a refined display that enhances the club’s atmosphere. Members have their wine readily available whenever they dine or entertain, reinforcing the club’s investment in personalized experiences and strengthening members’ connection to the space.

Beyond enhancing the member experience, wine locker programs can quickly recover installation costs through locker rentals while generating recurring revenue for the club. With thoughtful planning, they become both a lasting amenity and an operational asset that supports long-term member engagement.

How much do country clubs charge for wine lockers?

There is no standard fee. Clubs may charge an annual rental or maintenance fee, require an initial purchase or buy-in, or include the locker as part of a larger wine club membership. The right structure depends on the club, its membership, and the benefits included with the program.
